Do I need a tax stamp to put a stock on the HGM825?

Attaching a stock creates a short-barreled rifle, which requires an approved ATF Form 1 first. As of January 1, 2026 the $200 NFA making tax has been eliminated, but the approval process still applies. Without a stock, the module alone is not a firearm and is not NFA-regulated.
